Your typical London Underground "priority seat" sign, seating for people who are disabled, pregnant or less able to stand. Numbered for your convenience, I shall explain below...
So, number 1 in the image looks like the "pregnant" person, number 3 in the image is obviously the "less able to stand" person, so by process of elimination, that must mean number 2 is the "disabled" person.
Person number 2 appears to be carrying a child (or has a child shaped hole in her), therefore, are London Underground trying to say having a child is a disability? I think so.

Yeah I read about that... it will be up to the kid's parents to actually bring up the newborn. What a complete mess.
I don't think the kid is even his!! I think it's someone elses and she conned him into going to the press so they could sell their story and make some money!
